802.11b is an IEEE protocol since the 16 of September 1999 and it is probably the most common wireless network protocol used in most home use devices up to date. It used DSSS modulations and it operated on the frequency range of industry, science and medicine. If you use these protocols you don’t need any licenses as long as you are using standardized devices. It has his limits as follows: the output power is up to 1 watt and the modulations are only those that can fit into the 2.412 and 2.484 GHz range. The maximum network speed while using devices with this protocol is 11 Mbps, but the average speed that has been calculated in home using is of 5Mbps.
